AI adoption in the UAE is moving fast. Microsoft's AI Diffusion Report for the first quarter of 2026 placed the UAE first in the world, with 70.1% of the working-age population using AI, against a global average of 17.8%. National direction is clear too. The UAE National Strategy for Artificial Intelligence 2031, adopted by the UAE Cabinet in 2019, sets eight objectives that range from AI talent to AI governance, and in June 2026 the UAE announced a Federal Authority for Artificial Intelligence and Data to unify policy and standards.
Wide use of AI tools is not the same as organisational readiness. Pilots stall when the data isn't ready, when nobody owns the outcome, or when risk questions surface late. A short, honest check across four areas shows where you stand.
1. Strategy and vision
- Is there a written AI mandate with a named executive sponsor?
- Do you have a prioritised list of use cases, each with a business owner and a measurable outcome?
- Is AI investment approved through the same process as other investments, with clear criteria?
2. Infrastructure and data
- Can your teams find and access the data a use case needs, at the quality it needs?
- Do you know where your data is stored, and which of it must stay in the UAE?
- Can you deploy, monitor and update a model once a pilot works?
3. Talent and culture
- Do leaders, business teams and technical staff each have the AI skills their role needs?
- Is there a plan for reskilling, and for Emiratisation targets in AI-related roles?
- Are people encouraged to suggest and test AI ideas safely?
4. Risk and governance
- Is there an AI policy that covers acceptable use, data privacy and human oversight?
- Do you keep a register of the AI models and tools in use?
- Are AI projects reviewed against the UAE Personal Data Protection Law (PDPL) and the principles of the UAE Charter for the Development and Use of Artificial Intelligence?
How to use the results
Score each area from 1 (just starting) to 5 (well established). Your lowest score is usually the place to start, because a weak area holds back the others. A strong strategy cannot deliver if the data is not ready, and good data goes unused if people lack the skills.
Then agree three to five quick wins for the next 90 days, give each an owner, and re-measure every six months so progress is visible to the board.
You can try an indicative version of this check in our 30-second readiness pulse. For an evidence-based baseline, SAIRA, our Strategic AI Readiness Audit, assesses 52 items across four audit groups and delivers a live dashboard and a prioritised roadmap in five weeks.
